Well, it was that way in England, way back in the days when a man would be hanged for stealing a sheep because human life really was that cheap.

If a society is dominated by violent crime and, such that there is a pervasive risk that a man would kill you for a cigarette, then a summary death penalty for stealing a cigarette might well be just and proportionate.

Prison sentences, due legal process and trial - and, from our history, transportation to Australia - simply do not happen until human life is worth that much to the host society.

That's a horrible policy. Shoot to kill the suspects...oops, this one got framed, that one hadn't done anything wrong, he just "looked guilty" because he was afraid of the cops, and that one? The officer who shot him was banging his girlfriend and didn't want the competition.

It sucks when criminals manage to escape justice, but it's far better to be lax on criminals than to punish the innocent along with them. It's very bad for society when innocence is no defense when you're accused of something.
