The last peace keeping force, ECOMOG, which was a west-african affair involved in Liberia, Cote-d-Ivorie and Sierra Leone ended up being used by Nigeria in the same way as the US uses NATO, preferentially to say the least. An all-Africa peace keeping force will probably end up being used in much the same way, probably dominated by the neo-liberal states, South Africa, Nigeria and so on.

The potential value of it's not really in doubt, but there's just no way it will be used to do what it's supposed to do. Conflicts beneficial to the markets and local governments, like in the Congo, will fester and grow. Those which can be seen as doing damage, like Sierra Leone for some its length, will be intervened in.
